Recently the National Highways Authority of India (NHAI) has proposed relaxations in debt raising norms, foreign direct investment and dividend distribution tax. This was with a view to strengthen special purpose vehicles (SPVs) that are currently implementing highway projects in the country. The authority has put forward this proposal to the BK Chaturvedi Committee. The committee has been appointed by the Prime Minister and is headed by Planning Commission member BK Chaturvedi.
