Chawla panel advocates bidding for mining licences

Chawla Panel, the high-level committee constituted to ensure smooth allocations and distribution of scarce natural resources is likely to suggest auctioning of mines. The committee was assigned a task to recommend a policy, which can efficiently allocate natural resources and lessen the corruption in the allocation process.

The committee is chaired by former Union Finance Secretary Ashok Chawla and comprising key government secretaries and people from chambers of business.

Sources reveal that the committee may also oppose the concept of profit sharing with project affected persons and increase enhancement of royalty rates. A portion of this amount would is proposed to be transferred to a non-lapsable fund in mining districts.

The committee has already rejected government’s suggestion to avert bidding process on security on tenure. Government had suggested it should move to actual mining from prospecting stage without going through the bidding process.
