Goa govt to rope in consultants for PPP projects

Goa government introduced several innovative schemes aimed at promoting public private partnership (PPPs) model for development of key infrastructure projects. In order to promote PPPs, the state government is making efforts to offer commercially viable projects, inculcate the discipline of 'user pay principle'.

While the government has made it clear that the provision of these services would be based on payment of tariff, it has also committed itself towards inclusive growth which makes it obligatory to fix the tariffs based on the capacity of the common man to pay. Due diligence is also essential given the substantial contingent liability that could devolve on the state in such projects.

Meanwhile, it is learnt that the PPP Cell of the state government is in the process of roping in experienced and established project development consultants who can prepare concept papers on development of infrastructure projects. The consultants would also be responsible for preparing preliminary feasibility reports, market assessment reports, detailed project reports, master plan documents along with transition advisory services for development of infrastructure projects in the state.
