Gurgaon's RWA takes over township's maintenance

In Gurgaon, the Residents' Welfare Association (RWA) of Orchid Petals township in Sector 49 is now concentrating on an overhaul of different facilities including power back-up system, roads and security apparatus. RWA has already taken up the maintenance of the township. The RWA takeover of the township had been billed as the biggest development in the city colony since in all of them the builders continue to run the maintenance and charge directly from the flat owners.

For the RWA, the battle had been a long-drawn one but now they are managing everything: security, water, power and cleaning. The RWA has got the power system overhauled on its own because in summers the power back-up is crucial for the township, said Vinay Mitra, RWA president, who had spearheaded the campaign to dislodge the builder from maintenance work.

The Residents Welfare Association had taken the builder to court and finally an MoU had been reached to resolve all the outstanding issues. After taking over the township, as it were, the RWA has already deployed security guards at all gates and the residents are paying maintenance charges.

There is no problem from any side and the RWA is fully capable and diligently carrying out the maintenance work in every nook and corner of the township, said Mitra. As per the tentative agreement reached between the RWA and the builder, the latter will have its office in the township since over 60 flats are still unsold.

However, the builder will have no direct role in the day-to-day functioning or maintenance work. The residents claimed that ever since the RWA took over, the quality of work has substantially improved and it has also brought about transparency in financial matters. Every resident is involved in the works and knows everything about the manner in which any particular decision has been taken. There is more trust which was missing earlier, a resident in the complex said.

The RWA and the residents are also geared for the next election to be scheduled shortly. As per the agreement, the builder had put a condition that the new RWA will be formed on the basis of fresh election. The builder will also have to hand over the assets and the list of inventories to newly formed RWA. With the new RWA taking over, the residents will heave a sigh of relief because they won't need a builder's maintenance anymore.
