Haryana signs power purchase agreement with NTPC, PTC
The Haryana Government has signed a power purchase agreement with the National Thermal Power Corporation (NTPC) and the Power Trading Corporation (PTC), for procuring power through Vidyut Vyapar Nigam at Rs 7 per unit during the summer season. According to the agreement, the government will draw 150 MW in June, 300 MW in July and 200 MW each in August and September from NTPC and PTC.
The state faces a shortfall of 150-300 MW from June to September due to higher consumption by the household and the agriculture sector. It needs about 8-10 mn units per day more during the period. It also plans to commission the Rajiv Gandhi thermal power plant (1,200 MW) at Hisar by next year to become self sufficient in power.

JITPL commences 1,200 MW Angul project
The New Delhi - based Jindal India Thermal Power Ltd (JITPL) recently commenced construction of its Rs 5,961-crore, 1,200 MW thermal power plant in Orissa and expects to commission the 600 MW first unit by September 2011. The project on 1,100 acre will require 5.76 mn tonne of coal per annum. It has been allocated block in Mandakini coal block along with companies like Tata Power and Monnet Power. The company has also ordered the Boiler-Turbine-Generator package from BHEL for both the units. The environment clearance has also been obtained from the Union Ministry of Environment and forest.

L&T to foray into hydroelectricity sector
Larsen & Toubro (L&T) will foray into hydroelectricity sector by setting up the 60-MW Singoli-Bhatwari hydel project in Uttarakhand. The project to be developed with an investment of Rs 500-crore involves design and construction of a 20 m high and 80 m long barrage, 12 km long headrace tunnel, surface powerhouse, substation and a 12 km long 132 kv transmission line. The project will be built in the public-private partnership and executed on a build-own-operate-transfer (BOOT) basis. L&T will develop, finance, construct, commission and operate the power plant for a period of 45 years.

IEL commissions 1x120 MW - Power House 6
Industrial Energy Ltd (IEL), a joint venture between Tata Power and Tata Steel, recently commissioned the 1x120 MW - Power House 6 at Jamshedpur. The Gas-based project built at a total cost of Rs 490 crore is a Green Power Plant and uses Blast Furnace Gas, Coke Oven Gas & LD Converter Gas from Tata Steel Ltd with boilers supplied by Alstom and generator supplied by BHEL. It will supply the entire generated capacity to Tata Steel thereby meeting the increasing demand for power for the company’s Jamshedpur works. The plant maintains high safety standards and IEL is applying for registration under Clean Development Mechanism (CDM) of Kyoto Protocol of UNFCCC.

KSK Energy to commission Rajasthan Lignite project in March 2010
KSK Energy Ventures Ltd will commence generation from its 135 MW VS Lignite project based in Rajasthan by March 2010. The project comprises four units of 135 MW each aggregating 540 MW at Wardha Power.

CESC to defer projects
CESC Ltd, which generates approximately 950 MW from its four stations, is planning to defer its proposed 600 MW (2X300 MW) Haldia project to take full advantage of the downturn and related savings on project cost. The company has already deferred its proposed housing project at the site of the erstwhile Mulajore power station of the company, due to the same reasons. But its implementation of the Rs 1,200-crore third
unit (250 MW) of the Budge Budge thermal power station is on schedule and the unit will commence operations in September 2009. The power station currently has two units of
250 MW each.

BEL to foray into solar power generation
Bharat Electronics Ltd (BEL) is planning to foray into the solar power generation business. The company recently signed a memorandum of understanding with Bharat Heavy Electricals Ltd (BHEL) to form a joint venture to set up a polycrystalline silicon manufacturing unit. The company is also planning to set up solar photovoltaic units.

Amara Raja to expand facility
Amara Raja Electronics, the instant power source division of the Rs 1,080-crore Amara Raja Batteries Ltd, is planning to expand its 2,000-sq m manufacturing facility in Andhra Pradesh by ten times with an investment of Rs 35 crore. This will help the company to make all the components and sub assemblies in-house. Besides, the company also plans to foray into the line interactive inverters business this year and online inverters business next year.

NHPC to expand international operations
NHPC Ltd is planning to expand its international operations by developing hydroelectric power plants in Myanmar and Bhutan. The proposed projects will entail cumulative investments of nearly Rs 45,000 crore. The company has signed an MoU with the Government of Myanmar for hydro power development of Chindwin River Basin and for reviewing the DPR (detailed project reports) of the 1,200-MW Tamanthi hydroelectric project and the 642-MW Shwezaye hydroelectric project. The hydropower firm has also submitted a DPR to the Government of Bhutan for the proposed 720-MW Mangdecchu Hydropower Project, while the preparation of DPRs of other two projects, Chamkarchhu-I and Kuri-Gongri HE projects totalling 2,470-MW is at the preliminary stage. Additionally, the company along with BHEL has signed an agreement with Tajikistan for the renovation, modernisation and upgrading of Varzob Hydro Power Plant-I (2x3.67 MW)

Reliance Power’s Sasan project to complete by March 2013
Reliance Power Ltd, which is setting up the 3,960 MW Sasan Ultra Mega Power Project on 2,000 acre in Madhya Pradesh, will complete it by March 2013. The project worth Rs 19,400 crore will comprise six units of 660 MW. It will require around 16 mn tonne of coal a year, which will be mined from three coal blocks having a total capacity of 700 mn tonne.

Reliance Infra to strengthen electricity distribution network
Reliance Infrastructure Ltd is planning to strengthen its electricity distribution network by investing Rs 1,325 crore in its two power distribution companies, BSES Rajdhani Power Ltd (BRPL) and BSES Yamuna Power Ltd (BYPL), in Delhi. These companies are joint ventures between Reliance Infrastructure and the Delhi Government. Out of the proposed investment, BRPL will incur an expenditure of Rs 825 crore and BYPL Rs 500 crore.

Govt to give KG Gas to power plants
To meet the high demand of power during the summer months, the government has decided to give priority to power plants over the liquefied petroleum gas (LPG) plants in the allocation of Reliance Industries’ KG basin gas. A quantity of 18 mscmd for the power plants is earmarked against 3 mscmd for the LPG plants. This will help the power-starved states to manage the load during the summer, when the demand generally picks up.

Siemens to install HVDC transmission system
Siemens Ltd, along with Siemens AG, will install a bipolar 500-kv High-Voltage Direct Current (HVDC) transmission system of 2,500 MW capacity at Adani Power Ltd’s 4,620 MW thermal power plant at Mundra. The first phase of the project will be commissioned in February 2011 and the second phase in July, 2011. The system will provide efficient transmission of power over approximately 1,000 km from Mundra power plant in Gujarat to Mohindergarh in Haryana. Siemens will also undertake marine and inland transportation, civil works, installation and commissioning of the entire HVDC transmi-
ssion system.

GVK Power & Infra developing 2,000 MW projects
GVK Power and Infrastructure Ltd (GVKPIL) is developing power projects of 2,000 MW capacity in Andhra Pradesh, Punjab and Uttarakhand. These include the Goriganga power plant, the 330 MW Alaknanda project, a 1,500 MW in Jegurupadu and Guatami gas-based power plants with an investment of Rs 6,000 crore, a 600 MW, Rs 3,000 crore thermal-based Govindwal Sahib power plant in Punjab and a Rs 2,700 crore,

RPTL to execute three
transmission projects
Reliance Power Transmission Ltd (RPTL), a wholly-owned subsidiary of Reliance Infrastructure Ltd (RInfra), is planning to execute three transmission projects worth Rs 5,650 crore. These include the North-Karanpur project worth Rs 3,500 crore, the Talcher-II project worth Rs 1,200 crore and the East-North Interconnection project worth Rs 950 crore.
The 1,045 km long North Karanpura transmission line will be implemented in 30-42 months, covering Madhya Pradesh, Chhattishgarh, Uttar Pradesh and Haryana. Once implemented, the project will benefit western and northern region of India. The 592 km long Talcher-II augmentation will be implemented in 30 months, covering Andhra Pradesh and Orissa. Once implemented, the project will benefit southern and eastern region of India. The 950-km long East-North Interconnection will be implemented in 36 months covering Assam, West Bengal and Bihar. Once implemented, the project will benefit the northern region of India.

Ratnagiri terminal to start operations by October 2009
The 1 mn tonne a year liquefied natural gas import terminal of Ratnagiri Gas & Power Pvt Ltd, will commence operations by October 2009. The terminal built with an investment of Rs 500 crore will be deployed as a ‘merchant terminal’ for users to bring in LNG and sell the fuel locally. It will supply fuel to Ratnagiri’s 2,144-MW power plant, built by Enron Corp in 1996. The company also plans to increase the capacity of the terminal to 5 mn tonne after a break-water facility
is built.

CIL to increase supply to power plants
Coal India Ltd will increase its supply of non-coking coal to the ailing power plants to 313 mn tonne during the current fiscal as against 293 mn tonne last fiscal. This will help these companies to deal with the acute shortage of coal stocks that they are currently facing. Out of the 313 mn tonne, 303 mn tonne will be earmarked for the existing power plants (as on March 2009) and the remaining 7 mn tonne will be set aside for power plants which are set to come up this fiscal. CIL is also likely to sign the long term Fuel Supply Agreement with state-run National Thermal Power Corporation for ensuring uninterrupted fuel supply.

GERC to raise renewable power purchase limit to 8 per cent
Gujarat Electricity Regulatory Commission (GERC) is planning to raise the purchase limit for renewable energy to 8 per cent of the total power consumed by the state in the next one year. Currently renewable energy contributes 2 per cent of the total power consumed by the state.
The state has an installed capacity of about 1500 MW and is looking at adding at least another 1000 MW in a year’s time. It has also chalked out an ambitious plan to overtake Maharashtra and Tamil Nadu in the next two to three years by generating over 5,000 MW.

Agri Gold Projects acquires two Lanco subsidiaries
Agri Gold Projects has acquired two subsidiaries of Lanco Infratech. These include Rithwik Energy Systems Ltd, which is currently setting up a 6 MW biomass-based power project in Andhra Pradesh and Clarion Power Corporation, which has a 12 MW non-conventional power project using biomass in Prakasam district.

Power Grid to expand international operations
Power Grid transmission, which has tied up with Europe’s KEMA to bid for a power transmission project in Qatar, is planning to expand its operations in some other countries also. The company is currently negotiating with African and Central Asian countries for EPC contracts in power transmission projects.

Punj Lloyd to build nuclear power plants
Punj Lloyd Ltd is planning to build nuclear power plants in the country and is currently negotiating with French nuclear power major Areva NP and US-based Westinghouse Electric for a tie-up. The company will leverage on Areva’s expertise in the engineering, procurement and construction (EPC) business and use the design ability of its subsidiary Simon Carves for working on nuclear power plants. The company, earlier, had signed a pact with US firm Thorium Power Ltd for developing a framework to explore and identify the possibility of deployment of Thorium Power’s nuclear fuel designs in India, South-East Asia and other territories.

BHEL plans Rs 12,000 cr expansion
BHEL is planning to expand its power generation capacity to 20,000 MW and is investing Rs 12,000 crore over next four years. The company currently generates 10,000 MW including 2,500 MW of hydro electricity production, and 500 MW captive power plants for the industrial sector. A 1,000 MW is exported and the power plants coming up will generate 6,000 MW.
